Avoid the US Coast Guard. As you progress into the 1930s, the authorities get more proficient, with more advanced ships, equipment, abilities and more numerous patrols. They may set alarms, launch rocket flares to attract the attention, or lay net traps to try and cut you off.

Use your funds to upgrade your ship and crew. Crew abilities, ship upgrades, and Mafia contracts will give you more opportunities to escape when caught. Purchase more advanced ships with various tactical properties and slots to upgrade. Outfit your ship to suit your playstyle.
